The Oversight Project has submitted a formal Freedom of Information Act (FOIA) request to the Federal Bureau of Investigation seeking records on Marcus Raskin — a co-founder of the far-left Institute for Policy Studies (IPS) and father of radical Democrat Congressman Jamie Raskin (D-MD).
The request, filed by Michael Howell of the Oversight Project, focuses on Marcus Goodman Raskin’s extensive history of anti-American activism, left-wing organizing, and suspected ties to Soviet-backed communist networks during the Cold War.
According to the FBI’s formal response dated April 17, 2025, the Bureau acknowledged it has “completed its review of records subject to the FOIA” and directed the requestor to its electronic FOIA Library, known as the Vault.
The letter indicated that while some records have already been released publicly, “additional records responsive to your request were processed but are not currently available on The Vault,” suggesting the FBI holds more information on Raskin that may not yet be fully disclosed.
The FBI also offered to conduct a further search through its Central Records System if requested.

Marcus Raskin, who passed away in 2017, was a prominent figure in far-left academic and policy circles.
In 1961, Raskin wormed his way into President John F. Kennedy’s National Security Council, serving under McGeorge Bundy on national security and disarmament issues.
He even represented the U.S. at a 1962 disarmament conference in Geneva. But cracks soon appeared. His radical views clashed with Bundy, leading to his ouster to the Bureau of the Budget and eventual exit in 1963.
After leaving government, Raskin co-founded the Institute for Policy Studies in 1963 with Richard Barnet, creating a so-called “think tank” that became a breeding ground for anti-American sentiment.
IPS quickly turned into a hub for Marxist ideology, anti-capitalist schemes, and radical activism. Raskin’s vision was to complete overhaul of America’s democratic system into a socialist utopia, as outlined in his 1971 book Being & Doing, where he pushed for “social reconstruction” to dismantle capitalism.
In 1968, he was indicted as part of the “Boston Five” for conspiring to help young men evade the draft—treasonous behavior cloaked as “peace activism.” Though acquitted, his fingerprints were all over the anti-war movement that emboldened our enemies.
Most damning are Raskin’s suspected ties to Soviet-backed communist networks during the Cold War. In 1982, he led an IPS delegation to Moscow, meeting Soviet officials tied to disinformation and propaganda.
The trip, which included discussions of disarmament and a potential Brezhnev summit, raised red flags. Twelve U.S. senators and 70 House members warned that the Soviets could exploit such visits for intelligence purposes.
Raskin’s rap sheet doesn’t end there. He was linked to the People’s Coalition for Peace and Justice, a group tied to the Communist Party USA, and met North Vietnamese leaders in Paris in 1972.
The FBI infiltrated IPS with more than 70 informants, wiretapping its phones, and searching through its garbage. The Nixon administration placed Barnet and Raskin on its ‘enemies list.’”
In 1974, IPS sued the FBI over the alleged improper monitoring, and both parties agreed to a settlement in 1979. While the FBI admitted no wrongdoing, it agreed to pay the institute’s legal expenses and stipulated that it would not investigate IPS without proper legal authority or disclose previously collected material except under specific circumstances .
