Border Czar Tom Homan will address a joint session of the Arizona Legislature this afternoon as state Republicans focus on securing the southern border with Mexico.
Arizona House Speaker Steve Montenegro said in a statement Monday, “Arizona is ground zero in the fight to secure our southern border and protect American communities.”
He says he invited Homan to speak because “His firsthand experience and no-nonsense leadership are exactly what our members need as we advance our Majority Plan to promote public safety, preserve the American Dream, and protect the rights and liberties of every Arizonan.”
Homan is expected to discuss the state’s role in President Trump’s mass deportation and secure border agenda.
Still, Arizona’s radical left governor, Katie Hobbs, is not expected to sign any Republican bill that stops the millions of violent criminals and terrorists who snuck into our country under Joe Biden.

STATE CAPITOL, PHOENIX – Arizona House Speaker Steve Montenegro today announced that Tom Homan, the U.S. Border Czar under President Donald J. Trump’s administration, will address a special Joint Session of the Arizona Legislature on Tuesday, April 8, 2025, at 12:00 p.m. in the House Chamber at the State Capitol. This event underscores Arizona’s leading role in confronting the border crisis and advancing public safety—a top priority for the House Republican Majority.
Appointed in November 2024, Mr. Homan brings over 30 years of border enforcement experience to the role, including serving as Acting Director of U.S. Immigration and Customs Enforcement (ICE) from 2017 to 2018. Known for his direct approach and zero-tolerance enforcement, Mr. Homan is leading national efforts to restore order at the southern border and prioritize the deportation of those who threaten public safety and national security.

The address comes at a time when Republicans in the Arizona Legislature have been entrusted with stronger majorities and a clear mandate to act. The House Republican Majority Plan prioritizes secure borders, safer communities, and stronger protections for Arizona families — goals directly aligned with Mr. Homan’s mission at the federal level.
Mr. Homan’s remarks will focus on current border challenges, federal-state cooperation, and efforts to reverse the chaos of the last four years fomented by the Biden-Harris administration.
